Koudougou, 18 January 2018 – The West Africa Health Organization (WAHO), in its quest for excellence at all levels, organized from 15 to 18 January 2018, a training workshop for stakeholders in WAHO’s public procurement chain.
This training workshop was held in Koudougou in Burkina Faso, and mainly aimed at building the capacities of members of WAHO procurement committees and project officers on the procurement procedures of the World Bank, USAID, the German Cooperation, the French Development Agency, UNDP, African Development Bank, etc.
The training was organised to enable members of the WAHO procurement committees and members of the technical subcommittees (1) to fully understand World Bank procurement procedures; (2) fully understand the ECOWAS procurement procedures; (3) fully understand the procurement procedures of other partners (AFD, AfDB) and others...); and (4) fully understand the tax regimes of procurements exempted.
In his opening statement, the Director General of WAHO, Dr Xavier CRESPIN underscored the importance of the training, considering that ‘all the stakeholders working within the two main procurement committees do not fully understand the procurement rules and procedures of the technical and financial partners, and this has an negative impact on the procurement activities of the institution being properly carried out’.
" Indeed, WAHO’s procurement activities have increased over the last few years with the implementation of several project funded by various technical and financial partners, the World Bank, AfDB, AFD, USAID, etc. and the inadequate understanding of our partners’ procedures by our officers in charge of the procurement chain. This creates bottlenecks. Hence the need for this training workshop” stated the Director General.
He therefore expressed happiness about that fact of organizing the training to build the capacities of members of the procurement committee, since this will promote a better understanding and better processing of procurement issues within the institution.
The Director General thanked the World Bank for having accepted to finance the training from the budget of the Regional Disease Surveillance Systems Enhancement (REDISSE) in West Africa project.
The training was facilitated by the World Bank’s Principal Procurement Officer, Mr. Mohammed HENDAH, the Head of the ECOWAS Procurement Unit, Mr. Seydou BANGOURA, the WAHO Administrator, Mrs. Lalaissa AMOUKOU, the World Bank Procurement Specialist at WAHO, Mr. Mathieu LOMPO and Mr. Moumouni GNESSIEN, Lawyer/Tax Specialist.

Reception Committee,
Procurement Department (Administration).
