Project Title : The Regional Disease Surveillance Systems Enhancement (REDISSE) Project in West Africa.

Project Objective

  • Build national and regional inter-sectoral capacities for enhanced collaborative disease surveillance and epidemics preparedness in West Africa by overcoming the weaknesses of the human and animal health systems that hinder efficient surveillance of diseases and response, and
  • in case of emergency, provide immediate and effective response to the said emergency.

 

Indicators of the Project Development Objective

  • IPDO-1. Progress achieved in setting up an active and functional regional “One Health” platform (Number based on the 5-point Likert scale) (regional indicator)
  • IPDO-2. Ability of testing  laboratories to detect priority diseases (number of countries with a JEE score ≥4)
  • IPDO – 3. Progress made in the establishment of surveillance systems based on an event and an indicator (number of countries with a JEE score ≥4)
  • IPDO – 4. Availability of human resources to implement the main capabilities required by the IHR (number of countries with a JEE score ≥ 3) (out of 5)
  • IPDO – 5. A multi-risk Plan for preparedness and response to national public health emergencies was established and implemented (number of countries with a JEE score ≥4)
  • IPDO – 6. Progress made regarding collaboration and exchange of information among the countries. (number of countries with a JEE score ≥4)

  • IIR-1. System of reporting in real time, interoperable, interconnected, electronic (number of countries with a JEE ≥4 score)
  • IIR-2. Quality of the laboratory systems (number of countries with a JEE ≥4 score)
  • IIR-3. Priority zoonotic / pathogenic diseases: surveillance systems in place (number of countries with a JEE score ≥3)
  • IIR-4. Strategy concerning personnel (number of countries with a JEE ≥4 score)
  • IIR-5. Samples dispatch and transport system (laboratory) (number of countries with a JEE ≥4 score)
  • IIR-6. Training program in applied epidemiology in place, such as FETP (number of countries with a JEE score ≥4)
  • IIR-7. Effective reporting systems for submission to WHO, OIE/FAO (number of countries with a JEE score ≥5)
  • IIR-8. Established and functional mechanisms for combating infectious zoonoses and potential zoonosis) (number of countries with a JEE score ≥4)
  • IIR-9. Human resources in animal health (number of countries with a JEE ≥4 score)
  • IIR-10. Regional capacities for stock management and established storage mechanisms (capacity based on a 5-point Likert scale)
  • IIR-11. Number of  “Policy briefings” concerning the present state of surveillance and response to diseases in the region presented at meetings of ECOWAS Heads of State and the Ministers concerned
  • IIR-12. Deadline for carrying out laboratory tests (deadline between the date of taking samples and that of reception of results for priority diseases. (number of countries with a lead time of 3 days or less)
  • IIR-13. Citizens and/or communities involved in the planning/implementation/evaluation of development programs (Yes/No)
  • IIR-14. Total number of project beneficiaries and percentage of women/girls
